If fish is below 15 inches might still have some chance to "assist the shine to go further up". But honestly bro, I feel genes of the fish really play a huge part. You can only do your best to provide it a more comprehensive environment for shine to be better, but ultimately the fish is the real deal. Hope you understand, no hard feelings.
